Background: Tanzania's HOWO Assembly Plant

Saturn Corporation Limited, Tanzania's official distributor for Sinotruk International, operates the largest HOWO truck assembly plant in East and Central Africa. Located in the Kigamboni district of Dar es Salaam, the facility was inaugurated in May 2024 by President Samia Suluhu Hassan. The plant assembles HOWO tractor trucks, tippers, and related heavy-duty vehicles for Tanzania's construction, mining, logistics and agricultural sectors. It represents a $20 million investment, partly financed by Exim Bank (Tanzania) Limited.

Saturn Corporation was founded in 2021 specifically to serve Tanzania's expanding transport sector. By the time of the plant's opening, 150 trucks had already been assembled and sold locally. The facility is rated to produce 30 HOWO tractor trucks and 9 tippers per day, with approximately 70% of output sold domestically and 30% exported to neighbouring countries.

Ambassador's Visit to Kigamboni

China's Ambassador to Tanzania, Chen Mingjian, toured the Saturn Corporation HOWO assembly plant in Kigamboni in mid-March 2026. The visit — reported by Tanzania's state-owned Daily News — was made at the invitation of Saturn's management and included a full tour of the facility accompanied by Saturn directors Chirag Tanna, Rehmatulla Habib and Kalpesh Mehta, Chief Operations Officer Mehul Sachdev, General Manager Upendra Chandraker, and officials from Sinotruk International.

Ambassador Chen praised the plant's progress and the depth of the Saturn–Sinotruk partnership. "I have witnessed how Saturn Corporation is working to elevate and strengthen the relationship between China and Tanzania through this plant," she said. "I am pleased to see that Saturn has built a comprehensive and strategic partnership with Sinotruk."

The ambassador also highlighted the plant's role in Africa's wider industrial transformation, describing Tanzania as a key partner in China's manufacturing cooperation commitments on the continent. "We have a lot to accomplish together between China and Tanzania," she said.

Ambassador Chen specifically commended Saturn's plans to collaborate with Tanzania's government on Technical and Vocational Education and Training (TVET) programmes, reinforcing China's stated commitment to equipping Tanzanians with engineering and technical skills for modern industry.

Jobs, Capacity and Local Impact

The Kigamboni plant directly employs more than 330 Tanzanians, including engineers, technicians and support staff. Indirect employment through supply chains, transport services and spare parts distribution is estimated at approximately 1,800 additional jobs.

COO Mehul Sachdev confirmed the plant has evolved into a full-service production hub. "Today the plant has the capacity to assemble and customise heavy-duty trucks serving major sectors including construction, mining, logistics, agriculture and infrastructure," he said.

Saturn is also pursuing international quality certifications: ISO 9001 for Quality Management, ISO 14001 for Environmental Management, and ISO 45001 for Occupational Health and Safety — aligning the plant with global manufacturing standards.

Expansion Plans

Saturn Corporation's management confirmed that discussions are underway with Sinotruk International to expand the Kigamboni facility's assembly scope. Planned additions include pick-up trucks and a broader range of light, medium and heavy commercial vehicles. No timeline was announced at the time of the ambassador's visit.

The ambassador's visit is a clear diplomatic signal that China intends to deepen its industrial footprint in Tanzania specifically through the HOWO truck brand. For buyers and fleet operators in East Africa, the Kigamboni plant reduces lead times, lowers import costs, and provides locally assembled vehicles adapted to regional road conditions.

The plant also positions Tanzania as a regional export hub for HOWO trucks, with 30% of production already flowing to neighbouring countries. As HOWO's locally-assembled presence grows, demand for both new and used HOWO trucks — including spare parts and service support — is expected to rise across the East and Central African market.
