What Happened

On April 2, 2026, Bloomberg reported that Chinese copper producers CMOC Group and Zijin Mining Group, state shipping giant COSCO, and logistics firm Jiayou International have formally joined a $1.24 billion project to rehabilitate the TAZARA railway — the 1,860-kilometer line connecting Zambia's Copperbelt to Tanzania's port of Dar es Salaam.

State-owned China Civil Engineering Construction Corp. (CCECC), which signed the original concession with Tanzania and Zambia in September 2025, will hold an 80% stake in the joint venture. The Rail Gap That Trucks Fill Today

The TAZARA railway has been largely out of meaningful freight service for years. The line was originally built with Chinese assistance in the 1970s under Mao Zedong and was designed to move copper from landlocked Zambia to the Indian Ocean coast. After decades of underinvestment, the track fell into disrepair.

Today, most mineral cargoes from Zambia and the DRC are trucked over long distances to African ports — including Dar es Salaam — on road networks that were never designed to carry such volumes. Rehabilitating 1,860 kilometers of railway is not a short-term project. The joint venture still needs to clear regulatory approval in China, finalize equipment procurement, mobilize construction teams across two countries, and integrate the refurbished line with existing regional rail networks.

Industry experience with comparable African rail projects — including the Lobito Corridor and the Tanzania Standard Gauge Railway — shows that full freight operability typically takes three to six years from financial close. That means road trucks will remain the primary mover of copper, cobalt, and bulk freight along this corridor until at least 2028–2030, and likely longer for full transition.

There is a second factor: even after rail comes online, trucks do not disappear. They shift to feeder routes — moving ore from mine pit to rail loading point, connecting smaller operations not served by the main line, and supporting construction logistics for the railway itself. Rail and road are complementary, not substitutes.

Also note that Jiayou International — one of the four new consortium partners — is described by Bloomberg as the majority owner of one of Zambia's biggest trucking firms and is actively developing road concessions in Zambia. Even the companies building the railway are invested in road haulage. That tells the complete story.
